CONSULTANCY FOR THE PRODUCTION OF A SEXUAL AND REPRODUCTIVE
HEALTH (SRH) FILM
- INTRODUCTION
Chama cha Uzazi na Malezi Bora Tanzania (UMATI) is an autonomous, non-political, non-profit national organization dedicated to advancing Sexual and Reproductive Health (SRH) in Tanzania. Established in 1959, UMATI has played a leading role in providing quality SRH information, education, advocacy, and services, particularly for adolescents, young people, women, and underserved populations. Guided by its vision of a Tanzania where people are free to choose and exercise their Sexual and Reproductive Health and Rights without discrimination, UMATI works to champion SRH and provide information and services targeting the young and underserved.
As a Member Association of the International Planned Parenthood Federation (IPPF) since 1973, UMATI is part of a global movement committed to ensuring universal access to SRH information and services. Through innovative programming, strategic partnerships, and evidence-based interventions, UMATI continues to champion the realization of sexual and reproductive health and rights for all people without discrimination, a commitment that lies at the very heart of its mission and vision.
- BACKGROUND
Adolescents and young people in Tanzania continue to face significant Sexual and Reproductive Health (SRH) challenges including unintended pregnancies, sexually transmitted infections (STIs) including HIV, gender-based violence (GBV), early and forced marriages, and limited access to accurate SRH information and services. These challenges are further compounded by deeply entrenched social norms, cultural taboos, and inadequate comprehensive sexuality education both in schools and in communities.
Film and audio-visual media remain among the most powerful tools for behavior change communication particularly for young audiences. A SRH film can convey sensitive topics in an accessible, culturally appropriate, and emotionally engaging manner, enabling community dialogue, reducing stigma, and motivating positive SRH behaviors.
UMATI seeks to commission a professional media and film production company to produce a high-quality, engaging, and locally relevant SRH film that will be used in community screenings and in-school sensitization programs across UMATI’s intervention areas.
The film will serve as a behavior change tool addressing key SRH challenges, empowering youth to make informed decisions about their sexual and reproductive health, and fostering a culture of health-seeking behavior among young people and communities. This initiative is directly aligned with UMATI’s Strategic objective to strengthen access to comprehensive sexuality education among adolescents and young people, with the aim of enhancing their SRH choices, resilience, and health-seeking behaviors. The production of this film therefore represents a key programmatic investment towards the realization of this strategic goal.
- PROJECT GOAL PURPOSE OF THE CONSULTANCY
this consultancy is to produce a compelling, high-quality, and culturally relevant SRH film that serves as a behavior change communication tool to sensitize communities and young people on key SRH challenges, empower youth to make informed and responsible SRH decisions, and strengthen UMATI’s community outreach and in-school programming through engaging audio-visual media
- OBJECTIVES
The SRH film shall aim to achieve the following objectives:
- Raise awareness on key SRH issues affecting young people including unintended pregnancies, STIs/HIV, GBV, early marriage, menstrual hygiene, and consent.
- Challenge harmful social norms, myths, and misconceptions about SRH among communities.
- Promote positive behavior change through compelling storytelling and relatable characters.
- Empower young people especially girls and young women to know and exercise their rights.
- Stimulate community dialogue on SRH topics and encourage service seeking behaviors.
- TAGERT AUDIENCE
The film’s primary and secondary audiences are:
Primary Audience
Adolescents and young people aged 10–24 years in schools and communities.
Young women and girls who face specific SRH vulnerabilities.
Out-of-school youth and young people in underserved communities.
Secondary Audience
Parents, guardians, and community leaders.
Teachers and school administrators.
Community health workers and peer educators.
Civil society organizations working in SRH and youth development.
- SCOPE OF WORK
The selected production company will collaborate closely with UMATI’s program team to develop and deliver a complete SRH film production package. The scope of work includes, but is not limited to, the following:
Pre-Production
- Conduct a participatory content development process in collaboration with UMATI’s team, including review of UMATI’s SRH program materials, key messages.
- Develop a creative concept and narrative approach ensuring cultural appropriateness and relevance to Tanzanian youth.
- Write a full script in Kiswahili, with translations as required.
- Develop a detailed storyboard and production plan.
- Conduct casting of actors and community members, with particular attention to youth representation and gender inclusivity.
- Identify and secure filming locations.
- Obtain all necessary permissions and ethical clearances before filming begins.
Production
- Film the SRH movie using professional-grade equipment ensuring high visual and audio quality.
- Adhere strictly to child safeguarding, protection protocols, and UMATI’s Code of Conduct throughout the filming process.
- Ensure medically accurate and SRH affirming content throughout filming.
- Submit raw footage to UMATI for review at key production milestones.
Post-Production
- Professional editing including color grading, audio mixing, and sound design.
- Inclusion of subtitles in English.
- Incorporate UMATI branding, logos, and messaging as per organizational guidelines.
- Produce a final version for community screening and a digital version optimized for social media and online distribution.
- Produce a short promotional trailer/teaser (2–3 minutes) for sensitization purposes.
- Produce a condensed version (20–30 minutes) suitable for classroom and in-school use.
- Incorporate a UMATI contact information segment directing viewers to SRH services and helplines.

- TIMELINE
The consultancy is expected to be completed within three (3) months from the date of contract signing. The indicative schedule is as follows:

- BUDGET
Interested production companies must submit a detailed, itemized budget proposal covering all aspects of the production. Budget requirements are as follows:
- All budgets must be submitted in Tanzanian Shillings (TZS)
- Budgets must clearly include VAT and applicable taxes.
- Payment shall be milestone-based as agreed in the contract: 30% upon signing, 40% upon delivery of rough cut, and 30% upon final approved delivery.
- Itemized costs must cover: pre-production, cast and crew, equipment, locations, post-production, subtitling, and overheads.
- UMATI reserves the right to negotiate the final budget with the preferred production company.
- PRODUCTION COMPANY REQUIREMENT
Interested production companies must demonstrate the following qualifications:
- A minimum of 3–5 years of established experience as a film or video production company.
- Demonstrable experience in producing behavior change communication content, documentary films, or drama-based health communication materials.
- At least two (2) verifiable case studies or previous productions in the SRH, health, or development sector.
- In-house capacity including directors, cinematographers, scriptwriters, actors, and post-production editors.
- Experience working with adolescents and youth people with strong child safeguarding practices.
- Must adhere to UMATI’s Code of Conduct, Safeguarding Policy, and Child Protection Policy.
- Must be a legally registered business entity in Tanzania.

Proposals will be evaluated based on the following criteria

- HOW TO APPLY
Interested and qualified film production companies are invited to submit a comprehensive proposal including:
- A technical proposal detailing the creative concept, narrative approach, proposed story structure, and methodology for achieving the film’s objectives.
- A detailed itemized financial/budget proposal inclusive of all taxes and VAT.
- Company profile, including registration certificate, organizational structure, and key personnel CVs.
- A portfolio of at least two (2) previous SRH or health-related productions with links or samples.
- At least two (2) professional references from previous clients.
- A statement of commitment to UMATI’s Child Safeguarding and Code of Conduct.
